Staff BiographiesTranServ International is staffed with some of the leading industry experts concerning open access transmission services who have been involved with industry deregulation efforts since the open access movement began in the mid-90s. These staff members have been responsible for the implementation of OATTs at major utilities, regional entities, and RTOs/ISOs during this period. The team also includes individuals who have been part of start-up teams for newly established RTOs and software developers of industry leading software solutions. TranServ International also has contractual relationships with industry leading vendors and consultants to provide specialized power system software and transmission planning services. A strategic relationship has been established with an industry leading vendor to provide software applications services to automate much of the day-to-day tariff administration tasks. Kevin Burns Mr. Burns has over 30 years of experience in electric utility operations, information systems development, and support. Mr. Kevin Burns is the President of TranServ International, Inc. since its founding in 2005 and participates in the management and deployment of all tariff, scheduling, transmission planning, and consulting related activities. He is responsible for all day-to-day operations of TranServ. Mr. Burns has been a long time participant in industry committees for NERC and NAESB and regional organizations. His experience includes regional tariff services deployment, EMS software support, power plant process system support, network and system management responsibilities, OASIS project management, business development, strategic business planning responsibilities, software sales and consulting. Prior to TranServ he was Vice-President, Sales & Marketing for OATI for seven years. In this role he was responsible for participating in product design, pricing, delivery of services, and management of the sales organization. Mr. Burns was also on the staff of the Mid-Continent Area Power Pool (MAPP) for approximately 10-years in the areas of system and network administration, application management, and business development. Mr. Burns holds a BA degree from the University of Minnesota. Simon Cherucheril Mr. Simon Cherucheril is currently Director Planning and Engineering Services, for TranServ International, Inc. In this role, Mr. Cherucheril has responsibility for managing all engineering studies and engineering staff. Prior to joining TranServ, Mr. Cherucheril was with Xcel Energy where he was Principal Engineer, in the Real-time Planning department. Mr. Cherucheril has more than nineteen years of extensive experience in bulk power system operation, transmission reliability studies, control area operation, and tariff administration. Mr. Cherucheril is extensively involved with transmission reliability studies in the MAPP region and very familiar with the upper Midwest transmission system. Prior to Xcel Energy, Mr. Cherucheril was employed by Mid–Continent Area Power Pool (MAPP) where he was involved with development, testing, and implementation of flow based transmission service request evaluation and ATC calculation tools. He also developed and implemented the regional transmission Scenario Analyzer, Flowgate Monitor, and ETC forecast methodology for the MAPP Open Access Same Time Information System (OASIS). Mr. Cherucheril holds a Bachelor's Degree in Electrical Engineering from the University of Minnesota. Mary Melvin, P.E. Ms. Mary Melvin's career has spanned a variety of areas in the electric utility industry. She is currently a Principal Engineer at TranServ International, Inc. Ms. Melvin has served as a Principal Engineer for major transmission studies encompassing project coordination, scheduling, technical analysis, financial analysis, and reporting. Ms. Melvin provides project lead responsibilities for most client study engagements. Ms. Melvin has more than 20 years of extensive experience in power system operation, transmission planning studies, generation interconnection, and transmission service request studies required for tariff administration and power equipment testing. At Xcel Energy (NSP), her job responsibilities included management of NSP's Electric Maintenance department, which provided electrical testing and maintenance across an entire five-state service territory; she was directly responsible for an annual operating budget of over $6 Million (USD) and capital equipment of $3 Million (USD). In addition to Electric Maintenance, while at NSP, Ms. Melvin held positions as a System Field Engineer, in development of Demand Side management programs, in financial evaluation and negotiation of power purchase contracts, and transmission planning including cost benefit analysis of alternative plans. Ms. Melvin also worked in system operations, system protection, and transmission planning at Otter Tail Power Company. Ms. Melvin is a Registered Professional Engineer in the State of Minnesota. |
